All NYC Safety’s Language Access Plan
Local Law 196 of 2017 requires that training course providers offering site safety training certify to DOB that they have a language access plan that complies with requirements. The purpose of our Language Access Plan is to describe how we will ensure access to training courses for individuals with Limited English Proficiency (LEP).

What languages does your organization serve? English, Polish & Spanish
Describe the language access resources your organization has to serve individuals with LEP. For a list of the languages offered by Department-approved Course Providers, please refer to the Department’s website: https://www1.nyc.gov/site/
Does your organization have bilingual staff? Yes. All staff who teach in other languages are native speakers of that language.
Does your organization assess the language proficiency of bilingual staff? All staff who teach in other languages are native speakers of that language.
Does your organization conduct construction safety trainings in different languages? We offer training in English, Spanish and Polish.
Does your organization have materials related to construction safety trainings in different languages? Yes. We have extensive training materials in English and Spanish. We’ve obtained these materials from OSHA and also developed in-house. We have limited materials in Polish and so the instructor translates.
Does your organization have a referral process to refer individuals to other providers who can provide trainings in their preferred language? When clients inquire about training in a language we do not offer, we refer them to NYC DOB’s Approved Provider List to locate a trainer who provides training in the language they need.
Does your organization have interpretation services (through vendor or other resources)? No.
Does your organization conduct trainings to staff on language access policies/procedures, language access resources available and how to utilize them to serve individuals with LEP? Yes. Employees who answer the phones are trained to refer clients to the DOB website for training on other languages.

Describe the steps staff taken at your organization to serve individuals with LEP: We refer those who seek training in other languages to the DOB website.
How does your organization make individuals with LEP aware of your organization’s language access resources (e.g., the resources you noted above that help your organization communicate with customers with LEP)? Staff share information about organization’s language access resources at intake/during engagements with customers.
Describe what your organization will do if an individual needs services in a language for which no other organization can provide: We will ask if they can provide a translator. If so, we may proceed with the class so long as the client agrees to double the class time to accommodate the translation. Additional fees may apply due to increased training time.
Describe the goals your organization has to improve the way it serves individuals with LEP: We are seeking instructors who are fluent in other languages, and work to develop training materials in various languages.
